Could the file be in DOS format, i.e. with CRLF?

What does:

file /etc/dhcpd.conf

say?

If you see the text "[dos]" after the file name
at the bottom line when you open it in vi then this
is your problem. Then do a

:ff=unix

and save the file and exit.
