That would make the roll-out more complex.  It's much simpler to tell everyone
in the family (scattered around the world) to "install Skype" than it would be
to set up a custom solution of any kind.  Even if they don't know much about
their computer, someone near them would probably have some experience with
Skype and could probably get it going for them.
