Are you sure you're reading things right? A "bad" library is available from a repo, but the quoted output doesn't say it's from a base repo. The "bad" library comes from RPM fusion, with "bad" referring to codecs considered not good for one reason or another (not too good in function, undesirable for supporting proprietary codecs, etc.). Your version conflict comment would be because the different plugin packages are compiled/mirrored independently, and one of them is a different version from the other.
