Rather than trawl through the GUI I maintain a script to modify all the
default settings in Fedora that I don't like. This works for me:
gconftool-2 -s -t list --list-type=string \
/desktop/gnome/peripherals/keyboard/kbd/options \
'[terminate terminate:ctrl_alt_bksp]'
