Use text2wav to use festival to convert text to speech in a wave file: echo "test 1 2 3" >test.txt text2wave -f 8000 -o test.wav test.txt play test.wav
The -f 8000 selects 8000 samples per second (try -f 16000). Also, you can use -scale N to change the volume.
