Bugzilla lists source RPM names.
# rpm -qf /usr/bin/gnome-system-log
gnome-system-log
# rpm -qi gnome-system-log shows that gnome-utils is the srpm.
Therefore, report it to
http://bugz.fedoraproject.org/gnome-utils
