IMHO we should move to a policy of all elisp packages being named 
emacs-<package>.
This is in line with the naming for libraries of other interpreted languages 
like
python, perl and I'm planning to follow this for ghc (Haskell) libraries too.

Probably xemacs-<package>, etc is a good convention for XEmacs packages.
Traditionally we suffixed with -xemacs in Core, and hence the naming of the 
elisp
packages in Extras that formerly were part of Core.  Ideally those packages 
should
be renamed to follow the naming policy if possible.
