It's by individual.  There is no one size fits all.

I have a mind that's a sponge for trivia.  This goes back to being a kid.  One 
thing about trivia is that it often saves you time on knowing where to look for 
better detail.

Moreover, there's a style choice in how you work.  In your example in the last 
message I'd have made the Goddess of (fill in the blank) and got on with the 
narrative, and in my down time I'd cobble together the pantheon.  With Midkemia 
I had a pre-existing set of gods from the game, but on Kelewan, I didn't know 
there was a God of War until I needed one.  Be careful of falling in love with 
world building; it can be a black hole for creative energy.
