In real terms I guess books are quite heavy/bulk and sheep and cattle don't read much ;) so there are other items with a higher return that are worth filling a boat for its backfill.
The loss of price controls however was not all positive, many smaller business disappeared as the world opened up all the markets. There are very few things left in the UK that have price controls.
