Hi Dave, I'm not sure how things are after the Cataclysm expansion, but I do know that prior to that you will need to purchase all of the expansions sequentially in order to unlock subsequent expansions. This is one of the things I've always hated about it (compared to EQ2). In EQ2, if you buy the latest expansion it always includes all prior expansions. Easier on the wallet that way if you ever take an extended absence, like I do every couple of years.
