Neither Harry nor Pug are average. They're not necessarily recognized as outstanding initially. But Harry was the boy who lived, and the chosen one. Pug was the one fated to bring the great magic back. My first mild demonstration that Pug wasn't average was in the cabin using the far-seeing orb.
