Thinking about this: (1) We already have some good technology (2) It could be improved but we don't have the resources So changing the language, libraries, documentation, etc can't be the answer because of (2) What's needed is a way to attract people who will participate even though what we have isn't good enough. So perhaps what we need is a goal.
