You're right.  It 'can' happen.  Unfortunately, as many strays as I've taken in there have only ever been 1 or 2 I've found that had 'good' parents actually looking for them.   The cat Lovey, that Brenda just took in got into that position.  Someone found him in a storm, felv positive, not neutered, etc..... They put up signs and his 'owner' came to claim him..... They realized they didn't want this owner to have Lovey back, but by law they had to give him back.
 
Of course the owner said she didn't know how Lovey got out in the first place, but within a few weeks Lovey was found outside again!  This time no signs were put up!
 
And then there was someone on here (Sharon?) that went through hell with the dog she found.  The owner turned out to be a real ass, but he called the police on her when she tried to get him to give up the dog.  And he even called them again the next time he couldn't find the dog and accused her of stealing him.
 
I'm just saying you have to be very careful not to say you 'have' the animal until you have talked to the person enough to feel it's ok to return it to them.

I just wanted to say one thing....that statement above isnt always true....mostly yes..always no..which I realize you siad to screen..BUT cats can get outside nad go down hill very fast.....a cat that is normally indoor only and gets out and gets lost...gets beat up and thin very quickly....one they often dont know how to hunt..if they can hunt...its a lot different outside vs in the house..also they get really stressed just like us..and may not even think to hunt or eat...not to mention if they get in a fight, or underbrush etc....so just because the cat looks REALLY bad doesn't mean they dont have decent owners....also the cat could have strayed REALLY far from home..so far they have been looking frantically..just not so far away....
