Leave yourself a way out.  I doubt very seriously she belonged to a decent owner or she wouldn't have been in that condition.  There could be a legitimate reason, but usually when you find an animal in bad condition it's because they came from 'sh*ts', not responsible people.  Pardon my french, but it really makes me mad when I find an animal in horrible shape and then some jerk tries to claim them.  And then if you've already admitted you have it you can be FORCED to give it back whether you want to or not.  Just be careful.

I just wanted to say one thing....that statement above isnt always true....mostly yes..always no..which I realize you siad to screen..BUT cats can get outside nad go down hill very fast.....a cat that is normally indoor only and gets out and gets lost...gets beat up and thin very quickly....one they often dont know how to hunt..if they can hunt...its a lot different outside vs in the house..also they get really stressed just like us..and may not even think to hunt or eat...not to mention if they get in a fight, or underbrush etc....so just because the cat looks REALLY bad doesn't mean they dont have decent owners....also the cat could have strayed REALLY far from home..so far they have been looking frantically..just not so far away....
