I would also report them to the State organization that oversees vets...........but get another vet to request the records first.  You need them.

My vet says the medical records are the physical property of the practice and it is entirely up to the vet whether or not they want to release a copy.  Of course my vet will if I want.
 
I don't think it is right, but apparently it is the law.
 
I wouldn't hesitate to change vets and let them know why.
 
Some vets are not good with grieving people.  My last vet's staff were so awful to me when I lost a kitten I won't even go back in there for any reason.
