The foster parent shall be responsible for the food and litter provided to the cat during its stay with the foster parent.   Any medical attention required by the cat shall be pre-approved by xxx and shall then be funded by xxx, except in an emergency.  If emergency medical intervention should be required, the foster parent will contact xxx at the first moment possible to obtain approval for emergency medical treatments.  

 

 
I read this totally differently than others in this group have. Read literally, It says right there that you must be pre-approval for all medical attention. If you didn't follow the correct format of submitting a pre-approval request to xxx, then they are not responsible for the payment of the care provided outside of their agreement. It specifically says also that emergencies are NOT funded by xxx in this line:
"medical attention required by the cat shall be pre-approved by xxx and shall then be funded by xxx, except in an emergency."
That line says that emergencies are NOT funded. When you put the word "except" in a sentence after "shall be" then it negates everything after the word except from the context of the rest of the sentence. It goes on to say that you must contact xxx ASAP to obtain approval for emergency medical care AT ALL. I read that as saying that you, as a foster provided, are NOT ALLOWED to take this cat for emergency medical treatments AT ALL without approval (not just that they wont cover the costs, but that to even GET the emergency care, you must have pre-approval), and even with approval, the previous statement reads that the rescue WILL NOT FUND that care. It also does NOT state that the ONLY costs you will be responsible for are food and litter, it simply states that you ARE responsible for those things (it says a lot in it's LACK of saying things, in reality). Their wording leaves a LOT to personal interpretation, either they need to hire a professional to write their contracts because they are incompetent at it, or they are intentionally misleading their fosters into the belief that they pay for expenses that they really don't pay for.
 
Sounds like a terrible rescue to foster for, IMO, but from their contract, it appears you are up poopie creek without a paddle! I agree with the others, inform the rescue that you must return some of the cats ASAP, or you will be forced to find homes for them yourself.
