I think that Best Friends Animal sanctuary may also hav a fund to help 
special needs animals with vet bills when people have low incomes. I would 
call them. They woul also know of other similar funds.  I am not sure, but 
WSPA may also have one. Often large animal hospitals have their own financial 
assistance funds, and some smaller clinics do too.
