It is because not enough people care about them.
The rescue I volunteer with is getting a cat back because the new owner doesn't think he is friendly enough.  Would any of us not keep a cat for that reason?  I don't think so.
I dont think there is any such thing...most cats just have to learn how to be friendly....Mona was down right viscious to other animals...I trust her now...granted it was alot of time adn work...which I gues is a whole lot more than most people care to invest in their furry companions...
