The nose/eye congestion could be feline herpes; it can look very much like an URI and sometimes will even accompany one. Lysine interferes with the replication of herpes virus and is great alone or in combination with antibiotics whenever a URI is going on.
I'd do bloodwork; I like to have a baseline to compare to.

find out if there is infection or something else going on, but again, I
would find a vet who would be more inclined to know about and offer
treatment to a positive cat. Others will chime in on supplements you
can give in order to boost the immune system and hopefully help kitty
fight off the virus and convert to negative. My Bailey isn't one who is
good about medications, so I don't give anything unless he is sick and
needs it. He is 9 years old and has been positive since he found me at
age 5 months in the walmart parking lot.
