This is highly odd, and this seems likely to be the reason for the festival process not ending, it might explain the issue in and of itself without other factors.

It might be worth checking what file type the 'audsp' program is, and running a diff on it between the FC14 and FC15 versions to see what, if anything, has changed between times.

Have you tried putting the text you want to output into a temporary file, and then sending the contents of the temporary file to festival instead? Isn't there a command line switch to do that (get festival to dictate from a file)? And a nagios environment variable for its own temp directory you can use for that?
