Well actually . . . If the destruction of Gallifrey is still in the linear future, then it's entirely possible for Riddle to take the body of a young Time Lord, go into the past, and become the Master. Using a combination of Gallifreyan tech and magic, Riddle splits himself in two. One half goes on to battle the Doctor, while the other is flung back in time to be an immortal specter, moving from body to body, the driving force behind some of the greatest villians of all time in the Potterverse. Of course, it would have to follow crossover rules, but still. - The Emperor - Saruman - Tolkien did claim the events were during the Third Age of mankind and we were in the Sixth. Perhaps the Wizengot is concealing the ruins of Minas Tir? Incidentally, a friend of mine has done some short pieces about the Sixth Age of Middle-Earth called "Tales of the Sixth Age". Any number of immortal and/or obsecnely powerful bad guys.
