Created Ticket #5035.
I apologize for not following the correct procedure.
It seems the fps filter does not duplicate input frame #0 in order to acheive 
the desired frame rate.

Please open a ticket in http://trac.ffmpeg.org/ It's much easier to track bugs 
that way, and you can upload the samples related to the bug there as long as 
they weigh 2.5mb or less.
