I suggest that if you want a vote to rather do it like this:

1. a [RFC] for penalty suggestions for the case of a developer causing
   another to leave by some kind of action that is generally
   considered wrong.

   Collect all suggestions that have at least one secundant for
   1-2 weeks


2. a [VOTE] about which of the suggested penalties if any to apply
   to past cases, there must be the option of "no penalty" of course

3. a [VOTE] to select an impartial judge (preferably someone from
   outside FFmpeg) to make the decission about to which people the
   penalty applies, you dont want a "how many friends does X have"
   vote and voting about ones peers can alienate and split communties

or something along these lines, not saying i consider such a vote a
good idea nor that i dont ...
but giving fair and appropriate penalties is hard
