Running wireshark I saw that there was no problem with ffmpeg as I had presumed.

I removed the <Stream viewport1.swf>...</Stream> from the ffserver.conf and the
problem went away.

Now the ffm->header =
{0x00, 0x01, 0x00, 0x1f, 0x18, 0x03, 0xd0, 0x90, 0x00, 
 0x04, 0x63, 0x4e, 0x64, 0xc1, 0x7b, 0xc3, 0x00,
