Here's a reproducer that works consistently for me:
[https://stream.gably.net/images/initfreeze.mkv] (4.5 MB)
Command to reproduce freeze: `ffmpeg -ss 00:00:30 -re -i initfreeze.mkv
-c:v libx264 -preset superfast -b:v 500k -c:a libopus -channel_layout
stereo -b:a 60k -map 0:a -map 0:v -map_metadata -1 -y initfreeze2.mkv`
