 In general the software fallback is a very important feature. Although
 things have improved there are still problems with hardware decoding. The
 automatic fallback to software decoding stops these problems from being a
 show stopper for users that don't understand hardware vs. software
 decoding and how to turn off hardware decoding.

 In this particular case, because the defect in Video Toolbox prevented
 FFmpeg from falling back to software decoding
 [https://github.com/iina/iina IINA] had to put out a release to disable
 VP9 hardware decoding for Intel Macs.

 Thus a fix that does not allow for software fallback is concerning.

 Thank you very much for looking into this problem. Users had been wanting
 VP9 hardware decoding and are disappointed that it is not working.
