This is not correct, I provided two paff mov samples that do not show
the same issue (but have no B-frames).

FFmpeg won't encode h264, x264 uses mbaff (indicating paff has no
advantage).
And yes, the idea is that the FFmpeg h264 decoder is working correctly.
(Unfortunately, it sill has timestamp issues with h264 though)

Sounds like another ticket for a missing fieature in FFmpeg;-(

The reference decoder shows two source fields if a frame was
paff-encoded.
