vi is often (or always?) placed in /usr/bin, and /usr is on a separate
partition. At least this is useful for all the source distributions which
place source files in /usr. Or another setup, a small root on the disk
with /usr being mounted over nfs...
There are many scenarios, and they all exclude vi from being in /. Thus,
having at least some editor in / without mounting another (perhaps not even
working) partition is useful, and exactly.
