You are clearly correct in that these options are mutually exclusive. OSTree doesn't hard require UsrMove (the opposite of /usr -> /), but it's strongly encouraged.

I'm not aware of anyone who plans to use them both in combination - and I'm not sure what the rationale anymore for /usr -> / would be given the momentum in the opposite direction.

That said, we could call it /usr/etc-defaults or something, I'd be OK with that.
