Would it be possible to get some buy-in from the distros (say, RPM
and/or dpkg upstream) for the generic path?  If there's no interest from
them, perhaps the package-specific path is the better option.

I'd also vote for something besides /usr/etc.  It's too similar to the
usual /foo/{bin,lib,share,...} layout; I can foresee people getting
confused and editing files in /usr/etc expecting them to actually take
effect.
