I have Shetland sheep and they are quite variable as to whether there is an
outer coat of coarser fiber or not. It does grow back if they have such a
fleece. Many do not and Shetland wool can be quite soft. They are considered
a primitive unimproved breed in that there is a great deal of variability in
their fleeces.

I've been chatting with a Shetland breeder who has told me the following:
'the outer coat is only there until the first shearing.' This led me to
believe that no outer coat existed, once the sheep had been sheared. Which,
of course, confused me no end, as I've always been told that the outer coat
is what protects the sheep's soft inner coat, enabling it to live on the
cold, chilly, cold, freezing, cold Shetland Islands.
