Meausuring the diameter of the wheel is much easier than having to take the time to find something to tie to the wheel, finding someone to keep track of revolutions, and counting wheel turnings. A measurement lets you know immediately whether your wheel diameter will deliver the ratios claimed by the manufacturer. Of course, all of this is just opinion.
