You can't change the hairiness of the wool, but maybe you can reduce the ends sticking out by doing a strict worsted style of spinning, spinning all the locks from the same direction, and smoothing the yarn before it goes through the orifice. I haven't tried this myself for a hairy fleece, but it's worth a try.
