I think what you are looking for is Pin Drafted fiber.  Processors who have
spinneries take the carded roving and then put it through a pin drafter
several times to produce a very consistent roving that goes on to the
spinner.

As to whether or not to reprocess rovings, it can be done, but it depends on
the fiber.  Big carding machines are harder on fiber than hand cards.  I
have had some rovings that went through fine, others come out broken to
bits.  It is best to test a small amount of the fiber before you decide if
you want to do it or not.  Another option is to just rewash the rovings.
Sometimes you can rewash small sections of rovings and still have them be
spinnable.  I think I would try that first and see how it goes.
