The quick answer is yes, but the truth is that is hard to do!  A lot depends
on the machine and the type of fiber you want to spin.  In my machine,
medium to fine wool will produce a fairly consistent diameter roving, but to
get long wools to produce a consistent roving diameter is difficult at best,
and when achieved would be rather thin.  The fiber also has to be well
picked.  I use a hand picker which doesn't pick as well as one of the
mechanized pickers.  (but for the difference in price, it made sense to me!)

Another option is to get your fiber pin drafted.  Processors who also have
spinneries, card the wool into rovings and then send it through a pin
drafter several times before moving the fiber to the spinner.  Pin drafting
results in a more consistent roving than just sending through a carder.
They do charge extra for this service, but it will give you the results you
want.
