If you submit an article, and it is not used, do you still "own it" to be able to submit it to another publisher? Or do they "own it" and keep the rights to it even if they don't use it?

That's a wide open question. That's why I suggest submitting a proposal first with enough details about you the author and your subject, so that you and the editor/publisher have a basis to go on before either side proceeds further. Avoiding misunderstandings is a good thing.
