It would probably be best to check with the Audobon Society. 

But, for what it's worth, I've heard that the fiber gets wet when it rains. The 
nestlings get wet feathers. Since the wet feathers don't provide insulation, 
the nestling can get too cold, develop respiratory problems, and die.

Yes, I know that wool can provide warmth, even when it's absorbed x% of its 
weight in water. That doesn't apply here. Wet wool = wet feathers.
In this case, the feathers provide the insulation, not the wool.

I'd rather err on the side of caution, than take a chance and inadvertently 
(with the best intentions in the world) cause harm to a wild animal.
