Hi, June. I bet your idea would work just fine. I had a similar tangling
problem with some brightly colored wool. I chopped it up into 1-2" lengths
and "sprinkled" the pieces between contrasting-color layers on a drum carder.
After a few runs through the carder, the resulting batts spun up very nicely
into a great textured yarn. Do a sample to see what lengths work the best for
you.

it into wool like the sari silk stuff I'm seeing
everywhere? Any reason that shouldn't work?
