I've not used a rigid heddle loom in YEARS and didn't know what I was 
doing then :)  But surely, with two heddles you could pick up one so 
that even the slots are up enough to make a shed, and place the other so 
one set of threads is up and one down, and then have a 3/1 twill?  I 
don't remember the original question and whether a balanced twill was 
specified.
