This is not at all difficult.
Take your rug - hooked, knotted, shag or whatever and lay it face down on clean snow.
Then beat it on the back.
The light moisture and cold air seem to draw the loose dirt out of the rug better than a vacuum cleaner. Since the snow is frozen, the rug only gets a little damp.
Roll it up and bring it back in the house until next winter.
