vendor/teachers at festivals

I manage the workshops for Northern Michigan Lamb and Wool Festival. 
This year we have more teachers who are also vendors than in the past. 
A couple of them have said to not pay them mileage because that's 
handled in their booth expenses.  The vendor/teacher we had in previous 
years was always paid mileage, and to me, if you're a teacher, you get 
mileage, period :)

Anyone else familiar with policies from other festivals, or have any 
feedback?
