Necessity is a 'mother' (:D). In 'poor' areas people use what they have to make what they need and are very creative in the process. Bicycles are still an important form of transportation in some places and it is a ready made (balanced) wheel. I've seen bike wheels used to make spinning wheels Stateside also. I think that the first prototype for the Rio Grande wheel was a bicycle wheel.
