Given the lack of good quality strick flax on the market, and the availability of relatively nice flax rovings, I think that's where the wet towel comes in. You can't put the rovings on a distaff, so letting the roving run through a damp towel on the way to the orifice is a logical way to have wetspun flax. In any case, the unspun material would need to be ordered in some way - similar to a roving - to have this be effective.
