Provisions requiring linkages and networking are found in key areas in our
PAARL Library Standards 2000, such as:

Under *Administration*
2.10 As far as possible, the library shall get involved in professional
activities, regional, national or international, participate in resource
sharing or networking activities, and utilize cooperative library programs
to enhance its resources and services and to reduce operating costs, subject
to institutional policies.

Under *Financial Support*

3.1      Where institutional funds are inadequate, other ways of augmenting
the library's financial resources shall be explored.  These include
endowments and donations, and participation in exchange programs and
consortia or cooperative projects.


Under *Collection*

4.2.6 To enhance its collection and reduce costs, the library shall initiate
and maintain resource-sharing arrangements with other libraries.


Under* Services*

6.1      The library should strive, as far as possible, to enhance
information access through networking, resource sharing, online information
services, and use of technological advances.  Interlibrary loan activities
and document-delivery services, shall be encouraged for the purpose of
increasing resources and extending cooperation with other libraries.


As I mentioned in my last lecture presentation on "PAARL Standards Going 10"
at the Feb 5 Public Forum organized by PAARL, it is recommended that
Networking and Linkages be made a separate key area in the revision of the
PAARL Standards, to include all the above provisions in addition to new
updates.
