When I select the clef tool and click on a measure I get a dialogue which allows me to choose a movable mid-measure clef or a clef change at beginning of measure. In either selection I can choose to have the clef appear When Needed, Never or Always and if I select Always I can choose a percentage for that particular clef change.
If I have the clef tool selected and click between notes, then the mid-measure clef dialogue comes up and I can still change the percentage of various mid-measure clefs in the same measure (I just entered a 100% treble clef and a beat later entered a 35% bass clef), so I know it is possible, at least in FinWin2K2b to mix sizes as desired.
