Copying from layer 1 in one staff to layer 2 in another staff can be 
handled in several ways, depending on whether the other layers are 
already in use on the two staves.

Assuming you don't have anything in layer two on staff A, and you don't 
have anything in layer 1 on staff B, you can simply copy from staff A to 
staff B, then highlight the music on staff B using the mass mover tool, 
and under the Mass Edit menu select Move Layers and set Layer 1 to move 
to layer 2.

Now if you already have music in layer 1 on staff B, you can move from 
layer 1 to layer 2 on staff A, then under the VIEW menu select Active 
Layer Only and use mass mover to highlight and drag the music from staff 
A to staff B.  When you de-select Active Layer Only you will see both 
layer 1 and layer 2 on staff B.  Then you can move the music back to 
layer 1 on staff A.

If you already have music in both layers 1 and 2 on staff A, you can 
move it to layer 3 or 4, then copy it to layer 3 or 4 on staff B and 
then move it to layer 2.

When you work with layers it is best to activate the Show Active Layer 
Only in the View menu, because if you are showing ALL layers and you 
copy from layer 2 in staff A to layer 2 in staff B, you will erase any 
existing music in the other layers of staff B.

Voices are not nearly as useful as layers, but they allow you to add 
some extra notes without having to enter and hide rests to place the 
notes just right.  As much as possible should be done with layers, and 
then if you need additional notes which can't be handled by the layers, 
then start using Voices.
