Because Finale doesn't think that way. When you mass copy a measure, Finale
is going to copy every attribute of that measure unless you tell it not to.
Every measure has a key signature attribute. Even if your drumkit part is
making no use of it and not displaying it, it's still there.  So it gets
copied.

Yes.  Finale lets you tell it exactly what you want copied in any Mass
Mover action.  Look under the Mass Mover menu in the third section.  You
probably have "Copy Everything" checked.  If you select "Copy Entry Items"
and/or "Copy Measure Items", you'll get a list of different attributes and
you can select which ones you want and which ones you don't.

If you want to copy everything BUT key signature: Select Copy Entry Items
and choose all; then select Copy Measure Items, choose all, and UNselect
key signatures.

I'd guess that most of the other measure items are things you don't want
either, so you might do fine to just select everything under Entry Items
and skip Measure Items altogether.
