Dear Darcy, This seems as bizarre to me as it does to you. I have never included fingerings in any string parts. This is in the purview of the individual players or the section leaders. Bowings are a slightly different issue. Yes, they are almost always changed, but they serve a useful purpose in indicating phrasing, (and I sometimes get them right).
