Bar-lines are at the ENDS of measures, not at the start (that option for beginning bar-line in the measure tool dialog box notwithstanding), so when you drag-copy a measure, you get the bar-line at the END, not the start. You have to set that manually in the new location. The setting for the starting bar-line in the measure tool dialog box is only for when that measure is the FIRST measure in a system AND you have left-hand bar-lines turned on.
