You can basically do the same thing with OS 8/9. Print to File, and in 
the "Save as File" panel select "Acrobat PDF".

Under OS 8/9 all the grunt work is still done by Distiller (the LW driver 
generates postscript, then uses a few strategic AppleEvents to pass the 
ball on to Distiller).

This still lets you tweak certain aspects of Distiller, since you can set 
D's preferences beforehand.

Since I'm not running OS X, I can't say to what extent the process is 
really different.
